Chemical Facility Anti-Terrorism Standards

Introduction

EHS is again assisting the academic community in complying with the Department of Homeland Security (DHS) Chemical Facility Anti-Terrorism Standards (CFATS) that were released in 2007. This rule requires an assessment and possibly an increase of security at chemical facilities. A key component to this rule is Appendix A, which is a list of chemicals of interest with a corresponding screening threshold quantity (STQ) to be used by DHS to determine facility specific risk. Each facility (Purdue University is defined as a facility in the rule) is required to perform an inventory of Appendix A chemicals to determine if the STQ for any of these chemicals is exceeded. If so, the facility will be required to perform an analysis using a security assessment tool developed by DHS. The results of this analysis will determine any further action by the facility which could include the development of increased site security measures.

Departmental Compliance requirements

To comply with CFATS, the Purdue University Office of the Provost is requesting the action of departments that use and store chemicals. Each room that has chemicals must complete a Form AA-01 chemical inventory, or verify the room does not have, or is likely not to have in the foreseeable future, any chemicals listed on the form. Collected departmental data will be submitted to the respective dean for certification before submitting the data to EHS. The due date for the dean’s submittal is July 29, 2022.
